How to unlock a given internet connection's true speed so I can play games?

I'm on a free university internet connection now, but I feel it is slow beyond anything. I want to set up this connection right, which at the moment can't run full youtube videos in 10 minutes or more. What are the proper configuration step(s) to run the connection at an optimum speed?How to unlock a given internet connection's true speed so I can play games?
since your on a university internet connection, you wont be able to get the ';true speed'; unless you know someone who is a computer IT on the campus. The reason you cant get the true speed is that universities purposely put a maximum on the speed so that it can handle all the incoming and outgoing internet connections at a decent speed. Also universites block most of the computer ports (kind of like channels) that most of the popular games use to help prevent them from playing the games at high quality to level out the internet speed for everyone.How to unlock a given internet connection's true speed so I can play games?
usually University internet connections cant be configured by students. You have to be part of the IT Network team to do that. Sorry.
