The router should be accessed at 192.168.0.1 using your internet browser. When you have connect to it there should be a user interface that will allow you to set the IP address and sub-net mask.
Items on your network assigned IP addresses by the router will be assigned addresses in a serial fashion. (192.168.0.2, 192.168.0.3 et cetra.)

i guess is the FRIENDS computer THAT HAS THE PROBLEM???
The Router needs to assign the ip number unless you set it up manually in the router settings, the default number is 192.168.1.x if your friend's computer is starting with a 169.x.x.x you have a setting wrong with either his computer or the router.
